In order to further improve the lines of communication and to respond to the concerns between the National VA Council and you our members, I have established a National VA Council Briefing. This NVAC Briefing will bring you the latest news and developments within DVA and provide you with the current status of issues this Council is currently addressing. I believe that this NVAC Briefing will greatly enhance the way in which we communicate and the way in which we share new information, keeping you better informed.

In This Briefing:  Final Day ~ Contract Negotiations in Memphis, TN

Today was the last day of Contract Negotiations in Memphis, TN.

We continued to discuss Article 13, “Discipline and Adverse Action”, with NO resolution.

This has NOT been a productive week for negotiations and we believe that this week was a complete waste of government time and money.  Management’s attitude is to discuss any article to a degree and then go to a third party. 

In our case, and in accordance to our Ground Rules, a third party means go to ADR.  Management has asked for third party assistance on Article 29, “Silent Monitoring”, and Article 44, “Mid-Term Bargaining”.  However, we are in disagreement as to whether or not Article 44, “Silent Monitoring” has been thoroughly discussed, to move it forward to a third party.  We still believe that VA has NO intentions of agreeing to most of the Articles.  Their intent is to take everything to the impasse panel.

Ms. Augusta Price, RN from Local #3930 was an observed in today’s session.  Kathleen Pachomski, President and the Local of #3930 have set the bar for hospitality and support during these negotiations.  Much thanks to all of them!
